Most metahumans have that accent point on human. While quicksilver might be able to hit trans sonic speed while running, he's not able to lift and carry like Cap. While Doc Samson might be strong enough to trade blows with the hulk, he's not as fleet of foot as Cap. Taskmaster can immediately copy the skills and abilities of anyone he sees: but all around he's not as physically capable as Captain America despite how hard he tries.

Captain America is an all-rounder in a field of extreme specialists. That's how he fits in.

He is basically what amounts to a perfect human, or what some scifis show as the next step in evolution in humans.

He's just like Batman in being that mostly normal guy that always punches above his weight class and succeeds thing. Somehow he can pull off taking on top level strength guys or energy manipulators and not being splattered.
