I mean, the context that built the Zutara fandom into what it was doesn't really exist anymore. Commentary's now more dispersed, there's no focal points of fandom, and vlogs have given way to reblogs.

That's typically what happens. The primary reason for that is that you only have so much time to establish your characters before you need to get the story rolling. So if there's going to be a romantic pairing in there for the protagonist, you want to make sure that he/she and the love interest are given as much time together as possible for that relationship to blossom into what you want it to be.
Of course, there are plenty of instances where this doesn't happen; this is more of a commonality between works than a rule.
