It's been forever since I've seen Netherworld, but If I remember correctly it was probably the most kino Full Moon film.

I don't think the face tits belonged to a key character, It was either a nightmare sequence or a background character since I remember there also being a guy and girl fused together by the lower lip.
I really want to see this now. I've seen the fuckery that is in Society and have seen tits turn into hands and kill a guy in Night of the Demons 2, but never face tits.

You're just reducing the amount of options by not allowing limited theatrical release. Most of these movies were solely seen through blockbuster.
Now this here is good. The acting is obviously iffy at times but the setting and premise is top notch.

One of their few non-blockbuster films is actually one their best. It's by no means a good movie, but it keeps itself interesting.
In fact, The Signal (2014) basically stole its plot and twist.
