I was always under the impression Borden knew what Tesla's machine can do. He just decided the sacrifice isn't worth the reward and opted to stick to illusions. Then he decides to give Angier Tesla's name, because he knows if Angier goes for it, he will find nothing but misery in the long run.

the clones scene is narrated and fabricated just like the diary scenes. Its essentially what the whole movie is about. Lying to the audience.

There are not transporting anything, the gun doesnt shoot real bullets, the birds do not disappear and come back, etc. The whole movie is about lying to the audience to mask the real trick.

I am strongly convinced they made an error while writing the screenplay.

Everything hints that Borden used a tesla machine and decided to let his clone live to perform the trick. Dilemma comes from the fact that Borden chooses to solve the problem by sharing one life as two entities where as Angier solves the Problem by killing himself over and over again. It's to argue who sacrificed more in the end. Anyhow the thing with "a twin brother" feels so.. lazily put in that it takes all the seriousness about the tesla stuff out.
For the twin brother stuff speaks the fact that Cutter did in fact know the "secret" all along and that Angier in his nature was never satisfied with simple answers to problems.

What is the clones scene you're talking about? The scene with the water tanks? Because you can't just lie about that and get away with it, the police force and detectives would make Cutter tell them where the warehouse was, and thoroughly remove and inspect everything.

I've read the "machine never worked" theory back to front but it always hinges on unproven and even unlikely things such as "Borden not recognizing it wasn't Angier on stage the night (Root instead) he performs the trick." Whereas Borden would have seen it was Root right away. Or that "Cutter was the real mastermind that forced Angier to absolve himself of Root's murder by making Borden believe the machine worked" but it would never stand up in a court of law or police or any form of public scrutiny.

The real trick of the film is Nolan directing such a convoluted film into tricking the audience there is something deeper than there is when in fact the truth is we should just take the movie at face value (machine worked, clones actually drowned) - as it was in the original book the movie was based on.

It ties in with the movie's theme of the corrupting nature of avarice.

Borden wants to be the best magician in the world. Angier wants to ruin him. Both of them will stop at nothing to achieve these goals. Tesla seeks to change the world. All three of these men think nothing of the consequences it will take to get there. They lie, cheat, steal, and kill to achieve their goals.

So yes, Borden did send Angier on a wild goose chase that accidentally backfired on him. But that's not what's important. The important thing is the connecting thread between these three characters. They're all a dim reflection of each other.
