Yeah, is probably a bad place to cut to a new scene. It seemed like we were about to segue into a conversation between Walky and Dorothy, but instead the tension is broken by cutting away to this anecdote.

I'd have put this strip right after Dorothy knocked down the ladder, and after this new strip cut to . It seems like it would flow better, at least depending on whatever newer strips we get later.

I think we're reading too much into this. Dorothy says that Dexter and Monkey Master was a smart show (for whatever that means in this context) but that Ultra Car was smarter. She even says she likes Dexter and Monkey Master better than Ultra Car. The only thing we're supposed to take out of this is that Walky is a giant manchild. And while Willis probably didn't mean to, it also implies that Carla is a giant manchild too.

There's nothing wrong with a properly timed fart joke.

If Willis is making an analogy he probably should have picked a show that didn't have two seasons, a toyline and video game (even if they were shitty), high ratings, and good critical buzz. Ultra Car screams cheap, early to mid-nineties Saturday morning filler.

I can't figure out what simple changes would make this better, removing panel six and the last speech bubble in panel four, or altering the dialogue in panel six so that Ethan is talking directly to Dina.

No, but Walky chose to make a fart joke after Carla opened up about her parents making her a transforming Ultra Car toy.
The implication is that D&MM is far less deep than Ultra Car supposedly is, as well as that Walky didn't listen to her at all and is as much of a manchild as Willis probably is.

Also, the analogy is just a guess, since the timeline of DoA would imply that Ultra Car and D&MM are both 90s/00s cartoons. But the toy comments generally imply a Young Justice analog.

Look at Walky's face at the end of that strip. If it wasn't over these cartoons, there would be some other instance where Dorothy realizes that her boyfriend's going to be 10 forever. Granted seeing what Walky actually thinks of Dorothy when he's not doing the Naive Man-Boy routine, this shouldn't be too shocking.

Sure, that's consistent. So now we assume that she was just dumb instead of apathetic.

And before someone says "oh she didn't know Ruth was depressed" or some shit, she still could've conveyed exactly how Ruth looked. Which was not dressed or ready in a dark room staring at nothing. Billie would've 100% picked up that she wasn't feeling well, but Carla didn't give enough of a shit to do the task she was asked to do.
