It's a great film. first half is 10/10. A lot of humor in the small details of how people act.

I like this scene on a few levels, but mostly because it shows how Cyrus' dream is never going to work from the outset.

He makes the point that all they need to do is organize under one banner and they can outnumber the cops and rule the city.

But the problems with this approach are all displayed clearly in this scene.

First off, the movie shows that the cops were onto this gathering from the start, and mount an ambush to surround and take down the gangs and leaders in one swoop. The police may be outnumbered by the gangs, but the cops are organized (as Cyrus is attempting to do with the gangs) and more importantly have better information and planning.

They aren't going to fight the gangs man-to-man, they're going to take them on where they're vulnerable, piece by piece, and let them fall into chaos on their own.

Because these gangs aren't capable of truly organizing. The fact they can join together even temporarily without murdering each other is a 'miracle.' And its because some of them are just psychos looking to cause trouble rather than organize for greater power. Even if 90% of the gangs join in on this truce, 10% could either refuse or actively sabotage the rest of their efforts. Which is precisely what the rogues (as the name implies) do, they backstab the rest of them for shits and giggles. This sort of behavior would have doomed any alliance in the long run since some of these gangs would betray the rest and the whole edifice would collapse.

Which is shown again when Cyrus falls.

What happens when Cyrus is gunned down and the cops arrive? Do the gangs ultimately join forces and organize a resistance? Do they leverage superior numbers to beat back the ambush?

Hell no they immediately panic and go every-gang-for-itself.

So even if Cyrus' plan were to work, he would only be able to band them together through sheer charisma and emotion, but would still fall to the better-organized police.

UHF is quite a funny comedy, but it came out at probably the worst possible time imaginable (it was competing with Indiana Jones: The Last Crusade, Weekend at Bernie's, Batman, Lethal Weapon 2, Ghostbusters 2, and When Harry Met Sally). It's worth watching.
