Doubtful. We had high expectations for the second half of season 2, and it fell short up until the finale. I'm going into the first half of 3 with cautious optimism.

Define "better". Do you mean the animation? The characters? The story? The music? It's hard to compare the two.
Well obviously not animation, that ship has sailed.
But I think the tone, characters, story, and world building have a serious chance of being just as good as TCW. Considering it started out as a mediocre-at-best kid's show, I'm pleasantly surprised with the shift in quality.

Yeah, I still can't compare the two. Was TCW really mediocre? I thought it was fine apart from the tone from the beginning. But it doesn't look like the tone in Rebels has changed at all when you look at them fighting the Empire. It's just a constant cat and mouse chase. I'm willing to bet they're going to kill off Thrawn at the end just like every other antagonist for the last two seasons.
Trailer was pretty good. I hope they cut down on the cliche episodes a bit this season. I am a little sad that vader won't get to finish what he started.
