By worse, people mean jankier and uglier, not necessarily technically inferior.

Early Simpsons wasn't afraid to go off model and that have it such a nice look to it. It didn't last for too long, but it was only after the animation process became wholly digital did the animation (while more on model) become lifeless and robotic.

It didn't have worse animation; it had crappy design.
When the design of the show started to become consistent was when the writing also happen to get stronger, and that's what people remember.

It was a bit overworked sometimes. Around season 4 is when they got the animation, both in terms of the quality of the drawings and the quality of the movement, to be more consistent.

Digital production doesn't mean the absence of hand-drawn animation. You don't have to use Flash or whatever.

To be fair, that bit was a remnant of the original version of this episode, which was sent back before airing and had like 80-90% of it reanimated. It was meant to be the first episode of the first season, but became the season finale because Groening and other major figures hated the way the original animation turned out.

Groening didn't want the show to look cartoony because it was sort of more "realistic" in the early seasons, and Brooks literally called the original version of that episode "shit."

I mean, I agree the animation looks good there and that seasons 1-3 or so looked more interesting than the show has since, but the show didn't look like that all the time in season 1 or even the rest of the aired version of that episode.

It's called a "hold". It's done all the time in animation, so stop nitpicking.

The other character is super animated but Bart is a statue and it never cuts to a new shot. It looks weird.

Hell, you can still use Flash even. It's got shit line quality, but it's still fine for frame-by-frame animation.

More effort was put into that then the shit you see now.

That doesn't always mean better. While the animation posted is hardly bad, things can still look bad if the character is animated in a way that doesn't work with their style. A fairly good example is how the characters in the first American Tail were fairly realistic in their expressions, but the second film saw some (namely Tiger) pulling off extremely over the top expressions even though both films were animated in the same style. Granted, that example is debatable, it does illustrate the point that having more frames doesn't always make something better.
