Because regulations usually stunt the growth of businesses and their main purpose is to not make monopolies grow any bigger. It doesn't make sense for a small company to have to be regulated in the same way. But they've been used to keep them down all the same.

For example a small business might be forced to go through thousands of dollars just to abide by environmental regulations that require them to fill out the required compliance paperwork and buy only EPA-approved equipment. While it may not sound much to a larger more established business, this kind of regulation would cripple a smaller business like let's say a driveway cleaner/painter company owned by a husband and a wife. It practically reduces their competitive margins because now they'd have to charge higher to even make their money back and a bigger business could easily undercut them.

There's tons of examples of regulations cutting off smaller businesses. They can easily be found through google just by typing "regulations small business".

As for the great depression, it is a result of America playing around with central banking (socialist planning of money) in its infancy. Clinton's repeal of one from Glass-Steagall was irrelevant. One of the reasons is because both investment and consumer banks were always allowed to deal in mortgage backed securities. I could go on and mentions facts like how Bush tripled funding for the SEC but people seem to have made up their minds for the most part. Blaming lack of regulations is done by intellectually lazy plebs that don't care much about the details or history of banking.
