Nah she should be his Catwoman but solely in her own head. Billy can empathize with her insecurity and seeing the worst in people, and wants to help her. She reads it as attraction because that's her preconceived notion of relationships. She's not actually attracted to him She likes Freddy better but thinks using her "sexual wiles" gives her the upper hand though Billy's genuine kindness occasionally breaks through to her.
Because he's the major villain of a guy who's been knocked down to background character in a team book.
His Self-Righteousness gets a good chunk of fans here, I don't remember how they took his reboot version.
