1 out of 12 takes > 3 bits to address uniquely, so they're right that (even if you knew whether it was heavier or lighter) you wouldn't necessarily be able to find it by "binary search" (the technique they're discussing, recursively splitting the group, isn't really binary search but I guess we can call it that).
I'd be pretty confident in an answer of "no solution" if it wasn't for the fact that they decided to put it in a book they printed and so it "probably" has a solution. Sort of an interesting brain-teaser; certainly more interesting than I expected out of Squirrel Girl.
