Declining population doesn't mean that the urban population will decrease. If anything it might to lead to the situation where people living in villages where the population is rapidly dying out will rush to the cities.

It was inevitable, the 90s generation is now of childbearing age. The death spiral isn't as bad as it was predicted, but it's still is going to take decades to solve. So it's kind of good news even though it's bad.
