When Japistan was first modernizing after the Meiji Restoration they brought in a lot of foreign advisors from different countries but the German advisors left the biggest impression in regards to education and the military. Likewise Japan's first prime minister, Ito Hirobumi, had studied in Europe and studied all kinds of different European constitutions to form the basis of Japan's and settled on the Prussian style as the one that best fit Japan.
Albert Mosse, who was Prussian legal scholar, had gone to Japan and worked as an advisor for the Japanese in drafting their constitution and such, helped them draft laws and set up systems for local governance. This all resulted in a lot of Japanese going to Europe (specifically Prussia) where they served in the Prussian army, went to Prussian military schools and got Prussian educations bringing all fo that back with them.
So basically, the Germans (Prussians specifically) played a large role in Meiji era modernization which has left a large mark on the country and its people ever since.
