The most recent episode suggests that the surrounding terrain affects what gems pop out. There's probably a planet somewhere made of nothing but whatever rock Rubies pop out of, so they have lots of material that they're not using on anything better.
Put the planet closer to the sun it orbits so the heat changes the growing conditions

and fusing the same type of gem makes them both stronger and bigger. 5 of them made a fusion taller than jasper and probably as strong
and being that it seems they are easy to make (given the number of them) they make quite good soldiers and good replacements for quartz when needed
I feel like they have to be much stronger than a quartz. They sent a quartz aid peridot, but they had rubies defending sapphire who seemed extremely valuable. Valuable enough to approach a diamond and talk offer her counsel

They probably don't decide what they make. Amethyst and Jasper both came from different kindergartens that only made Jaspers and Amethysts. So it likely comes down to what they find on planets.
