Pretty much. It's obvious when Whiplash goes to the jazz club and finally sees him playing piano, and he's playing like, cliched garbage. I thought that was the point of the scene to show that he sucked as a musician, but no one ever seems to mention it.

Yeah he sure sucks as a musician, being entrusted as the instructor of a national renowned music program and then falling back by playing and orchestrating professionally pretty much immediately. That "cliche garbage" could just be easily recognizable jazz to casual club goers much how a Journey or Queen cover band might be typical for a local high end dive bar.

If I'm wrong and you want to point to a specific example feel free to tell me but otherwise I think what's happened here is you anons have declared Fletcher the antagonist by purely speculative reasons.

Very few people make it big in Jazz anymore. There's no more Dizzy Gillespies or Miles Davis's, jazz is pretty niche nowadays. My mom's boyfriend trumpet player and is a go-to guy, top name for jazz bands playing in the state and clubs in the Denver area. He knows all the big time players around the country. Despite this, he taught middle school band and sold life insurance most of his life, as he couldn't feed his family playing jazz full-time. Basically all of the big name guys teach at a music college or some shit, only a very select few are popular enough to make decent money from jazz.

The guy in whiplash was probably one of the best players in his state, but enjoyed composing, orchestrating and teaching more than making shit bux on the road. In the end, he's just an asshole,

It's a prestigious school, they just give a shit about passing. Any of them could leave at any time and I'm sure a lot of them did, but most of them would rather tough it out and pursue the education. Sure someone could have reported him earlier, but he's clearly a good teacher and a lot of them care more about that than his personality.
