Apparently Steven's body is made of atoms and electrons, but it probably also has some sort of photon layer that allows him to shapeshift. If this layer also allows him to fuse with Connie, tranforming her body, than it can theoretically allow Steven to fuse with any object made of atoms.
However gem bodies are made of light and even if Steven's gem can transform his body and fuse with a body of light at the same time, we don't know if other gems can handle this condition witout learning to control atomic body overlay.
Rose might have been unique at her abilities, though. She could float, defying "gem bodies adjust to the gravity of celestial object" law, maybe controlling atomic bodies with her light also requred gem hacking of some sort, that other gems can't do. Or maybe Steven will fuse with other gems just fine evenly spreading his atoms and reinforcing the structure. Or maybe his body parts will just hang at random places, who knows
Steven is probably gonna work on her after a bit. She deserves her rest right now
