It has nothing to do with how they play, just if the owner is a salty dick and wants taxpayers to pay for a new stadium. Some of the most beloved teams are terminal losers.

One of the various American professional hockey teams that have to shut down their rink every game to not look quite as empty need to move here. We're a small market but incredibly passionate.

how are you a small market? we are a big country but most people here don't care about hockey. obviously canadians are more passionate fans.

When fans move they will usually continue supporting their "hometown" team but start rooting for their new local team in addition.

We're a small market because we have a small population. The CFL team here, the Roughriders, has the second smallest home market of any professional sports team in North America. The only smaller market is Green Bay for the Green Bay Packers, and realistically they get most of their support from Greater Milwaukee, so they're a larger market than they appear.

If Saskatchewan can sustain the Roughriders, they can sustain an NHL team.

That isn't really how it works at all. Most people here either don't have a favourite team or else just pick a team based on what team has (or had, when they became a fan) a lot of players from Saskatchewan. I think there was a study done and the Penguins were actually more popular here than the Flames, Jets or Oilers.

Yes. People move constantly in the US. I have lived in three different cities in the last 8 years. In fact moving out of the town you grew up in is somewhat of a rite of passage for young people.

So who do you root for up there? The Jets? The Flames? Probably not the Oilers :D And the Jets are really a recent thing so you didn't even have much choice before that. You should get the Blue Jackets.
