Well, I experienced this a couple of years ago. I was very drunk, and cops caught me. They bring me to the station and made me sign some paper about fine. I've become sober and signed. Never payed a fine, anyway, something about 500 rubles ( 3-4 euro).

From what i've heard and seen, working as security job is the best post NEET job.
Not talking about being a bouncer at a nightclub or something, but guarding a factory or some building at night.
Pay is average, but you are night shifts, so you are all alone and can funpost your shift away.
You can even bring a laptop and play if there are no cameras.
