The use of communist ideology as promises for change is only a lure in that once they come into further access through public submission and acceptance, they will deepen their mechanisms of control further.

I don't know where you got the idea of what fascism is but all the alternative media pushes the idea that fascism is the merger of corporations and government against the people and they all say, to a man, that Mussolini said as much but he never said it.
