Reposting from the last thread concerning Manafort switching over to Chairmain and letting Bannon and Kellyanne take over campaign management.
Manafort is not gone. He's still part of the campaign and they can reign in the two new guys if they do anything stupid. He's not running the campaign directly anymore but you can't say they completely dropped him either.
As for bad timing, it's nothing to worry about. Trump knows CNN will blow it out of proportions saying that the Trump campaign is spinning apart. Remember when Corey was straight up fired the Trump campaign rebounded despite a massive "Trump's campaign is spinning apart" narrative. If they recycle the same narrative, it looks like they're trying to distract from Trump's speech by blowing something out of proportion.
If anything, it's good timing because of the above and they can't say "Trump is dropping Manafort because is WI speech didn't work" if he ended up switching Manafort later on instead.

If you look at the 2008-2012 General Election turnout rates, you have Republican district turnout in states like PA at ~60%, vs Democrat turnout rates of 75+%
As 2012 and Brexit illustrated, that's what counts.
Republican turnout in the primary is up in states like Ohio by 90 fucking percent, while Dem turnout is down across the board.
