To my knowledge he's only been written by Morrison, as shortly after the Doom Patrol issues and the mini came out, the Charles Atlas estate went after DC for copyright infringement. The recent reprints of Doom Patrol and the Flex mini show that clearly DC has come to some sort of agreement, but the character hasn't been used since then.

Yeah, he's head editor on Young Animal. If I remember right he talked about how he helped work out the plot for Cave Carson, and while he wasn't writing Mother Panic, the character was his pet project. Not sure how involved he is in Shade but he's there either way.
