How come Korea is becoming so much more culturally dominant in the world than Japan? Every asiaboo I know loves Korean culture, food, fashion, m.usic and movies while only fat weebs and other social rejects have the same open love for Japanese culture. Everybody talks about when they're going to go to Korea now, despite the constant threats of war. Korea just seems so much cooler than Japan.
Is there a reasonable explanation for this?

Koreans are more westernized than Japs so their culture is more accessible. They are also less insular so they export their culture to other countries
For example, every kpop group uploads to youtube to gain foreign fans, but very few jpop groups do. Kdramas and movies are also on streaming sites with professional subtitles and advertisement to nonkoreans but Jdramas aren't. Park Chan Wook is probably the most acclaimed Asian director currently working for example.

Sushi is sushi, it will always be popular. What I've noticed in the area I live in though, is that our local Japanese steakhouses are closing down. Meanwhile several Korean BBQ places have been opened within last year.

my guess is that Japs are hated by China more than South Koreans are. So, South Korean culture gets lots of Chinese money pumped into it. Then production values and the amount of content produced increases in South Korea, which makes places like Europe and America like South Korea more, even though they don't hate Japs like China does.

the opening of Korea and China since the 00s has really diverted a lot of attention that formally went to Japan in the 80s and 90s. Japan will always be number 1 East Asian country to a certain niche of people, but the sort of mass Japanophilia that compelled Moot to make Sup Forums in the first place way back in 2003 is over. At least for the near future.

No matter how hard hallyu tries, even with government support it won't become huge outside SEA and East Asia. Language is the main barrier for that. Anyone going for an international/overseas career need to speak the target language or English.
Still, Korean is much easier to learn than Chinese and Japanese. IMO it's just an evolution to somethin simpler and more modern and palpable. It'll be interesting to see how hallyu will hold in the absence of culture historical Korea has. So, its biggest appeal is having Seoul as a global city.

I don't think this is even true, Anime is more popular and mainstream than ever right now, at least where I live. Meanwhile Kpop/Kdramas are mostly only popular among Asian and/or teenage girls.
Japanese food is also way more popular than Korean food in my experience. I'd say East Asian food by popularity is Chinese > Japanese > Thai = Vietnamese (Pho) > Korean.

Pretty much: like they cherish the fact that stuff like Winter Sonata, Descendants of the Sun and Running Man - which might as well be typical TV schlock to them - get a lot of enthusiastic worldwide attention and bank on that aspect, while animes gets little notice outside the niche circles except for a few mainstrean titles in their Japanese homeland.

The (South) Korean government intentionally exports its culture, Japan does not. That includes, to some degree, altering pop culture to make it more palatable to non-Koreans. Why? A combination of profit-seeking, a legitimate need to assert cultural distinction as loudly as possible given the ever-present threat of absorption by larger neighbors, and of course the good old Korean inferiority complex.
That being said, I think you're overselling this. The vast majority of Korean culture "happens" in the relatively impenetrable Korean language, and
