Cartoonishly evil mad-man who feeds off of toxins and adapts new powers from them, wants to take over/destroy the world, and hallucinates that a plastic fish toy is his best friend.

So Sunday morning cartoon about two people that create new powers from themselves at will and duke it out. Don't know if we'd just be stuck forever in a battle of attrition or if I don't say fuck it and make a erase button power that one-shots him for good. Works better as a Captain Planet rip-off with him commanding a cabal of toxic mutants and I only get to fight him at the end of the series.
