I don't get what all the hubbub is about "degeneracy". Civilization isn't going too fall to shambles as a result of people enjoying their own lives with no regard to outside judgement. It's possible to cultivate a strong family structure if you have sufficient income as a patriarch... but it can't be generalized to the whole society.... hence if you promote it alot, you're probably going to have some problems that you'd have to work out.
