But you got a point, for some reason Storm, with the most versatile and yet finite powerset of the X-Men, is relegated to lightning from her hands, flying, and wind-gusts. WTF?
Hulks explosion clap is just clapping really hard. even Luke Cage has done it. I think most writers either don't really know what extreme atmospheric weather can entail or if they went all out they'd just break Storm as a character.
You do know that the Hulk explosion clap is just suddenly pressurized air released as a devastating shockwave blast, right?

Araki's writing and art is on a horizontally different plane to the west.
He manages to take borderline homo-erotic muscled men from capes, and makes them badass. It's hard to draw as many comparisons.
Also, way I see it is a lot of cape characters are pretty limited. In JoJo, you've got an expendable cast. There's no reason to believe that this JoJo, or his buddies will survive to the next part, because that's usually accompanied by a drastic change in setting and characters.
Mainstream comic characters are limited by editorial a few years after they're created, unless they fall into the B or C-List. In which case they're controlled after an adaptation. See DnA cosmic's Guardians, or Daredevil for examples.
As a result, fight scenes hold less weight since nobody's gonna get hurt. And as a result, characters' powers are kinda neutered.
it is just a clap in the sense that it's just taking his strength and clapping. it's not really a weird ass pull power. Atleast it seems like a basic extension to me.
To be Fair occasionally Storm still does crazy stuff, she's a powerful plot device. They had it so she kept the Terrigan Mist out of the atmosphere and weather-shielded the cloud in order to evaluate a handful of mutants before it reached a city. She'd probably the only reason it hasn't Genocided the mutants by now.
Araki is shit, weeb. I like that he uses his Gucci ad art style for fight comics but they're garbage. The saving grace is his amazing colors but that's for maybe 1% of the pages he's produced.
Having the Nazis be a major force in Part 2 was narratively brilliant since it complimented the chronology of the story and it fed into the broader themes and threats that the Pillar Men and vampires represented:

Western comics powers are usually at a set level.

Weather Report refracts sunlight to create a subliminal mind control that convinces everything that they're a slug and people that they'll turn into a slug if they touch another slug, and that subliminal mind control then actually turns them into a slug, because that's totally a thing that could happen with hypnosis.
Araki doesn't write powers creatively. He writes them on drugs.

Heavy Weather is requiem tier and the absolute worst example of that shit in the series by a wide margin.

In comic books, the fight scenes serve the story, in Jojo the fight scenes ARE the story.
Because in Jojo the fight is the whole point. If they took the time to do that style of fight in western comics it would take time away from the soap opera.
You don't have to be a weeb to enjoy the kind of madness and creativity that Stand abilities end up creating.
