Aang used to have to ask questions about the world they lived in because he was out of the loop for a hundred years. Once Aang got used to the world, they needed another character to ask questions in order for the audience to not get lost.Especially on the Day of Black Sun episode, she asks who Haru is in order to jog the memory of the viewer who may have forgotten about him.

She was Katara's foil.

Lots of uses.

Several of the major ones have been posted already. The biggest one is the fact that having a new character allows in-character exposition to be used to explain to the viewer what's going on.

She also served as the 'heavy' for the gang. As the story wound up, Aang's gang needed somebody who could throw some serious muscle at problems, so they were relevant, without making the 'Avatar powerup' a tiresome thing. Toph had serious power.

Toph also served as a fun trope-breaker. She was by a wide margin the mightiest of them in terms of 'break shit and wreck face'. But she was not only this tiny little girl, she was blind, to boot. it was fun as hell to see this diminutive, helpless little thing that could dominate pretty much any fight she got involved in.

She also introduced earth benders, helped humanize them, she allowed exposition to the source of the four powers, etc, etc.

Not to mention the interesting dynamic of both Aang and Toph. Toph is the "wolverine" of the group who does all the badass stuff, yet shes incredibly weak against Aang who can defeat her by just floating slightly in the air.

Really if you were close enough to just lift her off the ground by a foot or so she'd be pretty helpless.

Fighting her in a wooden structure or over water would also swing things in an opponents favor quickly.

It would have been interesting to have her weakness come into play during an important fight actually. they never really did too much with her blindness.

That goes without saying. She can't be the opposite of lame otherwise the show they wrote wouldn't work as bad as it did.

If you were close enough to do that, then she'd still be able to hit you with earthbending since she'd know where you were as you got close to her. Wooden structure or over water would have worked before she invented metalbending. So long as she has metal on her, she can fling it towards an opponent.

The blindness was ultimately a joke.

Characters do not need to serve a purpose at all times. She was a companion and friend.

Mako and Bolin lose their parents and both are capable of great things and don't have PTSD nor flashbacks.
Asami lost her mother and lived with the burden of her father's actions and isn't traumatized.
Kai doesn't have a family but that doesn't let him not be all good-natured like Aladdin.
Aang lost his people and his culture rested on his shoulders but he never put up as much of a "woe is me" act like Korra.
Katara lost her mother but she doesn't let that interfere with her life. She reflects on it and feels hurt yet that's the extent of it.
Sokka is in the same line of thought as Katara except he didn't share that heartache to such a degree.
Zuko went the path of honor to drive him forward rather than feel sorry for himself like Korra.
Toph is blind but more capable than Korra.
Teo, the mechanist's son, can't walk but that didn't stop him from having a positive outlook.
Jet lost his family but gathered together a group of orphans to strike back at the enemy - even if they went about it in a way that was wrong in the eyes of the main characters of AtLA.

Korra's just a whining, weak-willed, passive, cowardly, self-centered, irritating, angry, person who can't do anything for herself and never even tries to think.

They had a few instances were it was a significant handy cap, specifically when she couldn't accurately target people while on sand and in the wood prison. They just never paired these with a legitimate threat. To Toph herself or someone else was already there to pick up the slack so it never felt much like a significant weakness.

So I agree with you that it was pretty irrelevant in the end, but it didn't have to be that way.

I thought they were pretty pleased with her reception, I'm not sure why they'd be unhappy, she's clearly written to be likeable.

How did that even start?

Keeping the group dynamic fresh. There's only so much you can do with just Aang, Katara and Sokka, especially since they were already pretty close at that point, and actual conflicts between them were bound to be more serious. The writers could just have Toph act like the bitch she is and make any scene insantly interesting.

All this, plus the show really needed to have a non-Aang bender in the main cast who wasn't a pretentious stick in the mud about it. Katara, Zuko, and Azula all take their bending super-seriously. Aang doesn't, but his whole arc in season 1 is about needing to get serious and face his destiny, and Sokka, the non-bender of the Gaang, is just comic relief in season 1.

Toph is really, REALLY essential to deflating that sense of self-importance that fantasy epics can get caught in, by never taking herself too seriously despite being the most powerful of the Gaang. Her and Iroh got that cute tea scene together because they're kind of parallels in a way - they both exist to show that bending isn't a discipline that requires you to be a joyless prick, like say, Jedi-ism, and that the god-like power of bending doesn't inherently corrupt; on both sides, there's folk who just want to live their lives, despite having the power to end the war, and in the end are forced to.

initially he was the comedy relief and later became the group strategist, from a narrative standpoint he was the normal person who reacted most similarly to how an audience member might imagine themselves reacting
