Regarding infrastructure, most of the work is cosmetological, I rarely see completely new roads. For example, our government always buys rails for trams from Chinese corporations that are known to only last for about 3 years, with constant repairs needed. Then after 3 years, they buy the same ones and so on - rather than buying the expensive ones that could last for 10 years without any repairs needed.
