Olympic soccer/football teams can only have three players over the age of 23. That disqualifies most players who played at the world cup. Regardless, most nations just look at the olympics as a chance to get their young players some experience on the world stage. Interesting side note: the women's teams don't have any age restrictions.

Germany's first qualifying match for the 2018 world cup is September 4th. They want their best players in top form, not having just gotten back tired and jet-lagged from throwing all their energy into a massive tournament that isn't anywhere near as important. Like I said, the olympic football games are seen as an opportunity for the youngsters, most of the proper teams have qualifying games for the 2018 cup in the next couple weeks.
