I remember Fire and Ice being based in South America, but Im having a difficult time remembering if there are heroes based in China, Australia, Russia, etc. Its even harder thinking of street level ones.

In China there is the Great Ten, and recently the Superman, Batman and Wonder Woman of China.
In Argentina there is a team called the Super Malon, they appeared in a Flash Annual as a part of Planet DC, an event that showcased international heroes. There is also El Gaucho, who featured prominently in Batman Inc.
Japan has the Super Young Team and the Batman of Japan.
England has Knight and Squire.
Russia has Rocket Red.
