You want the panels to flow with the readers natural reading eye movement.

A basic left to right then downwards page is good panelling, it is the standard because it works so well. A good artist can move outside this type of panelling but use the actual pictures to keep the readers eye movement flowing in the right direction.

The important point is that the reader should intuitively know what part of the page they are supposed to be looking at. If they have to stop and think 'what part comes next' the page is a failure.

Wow I just got goosebumps when I realized that this paneling comes back in ASBAR. Nice.

For me, it's actually the opposite. If it can only works in comics, if it vindicates them, that's usually a great page. It has to dictate pacing, without editing, and it has to evoke , without being blunt about it.

That's a good page because it's bad - it's meant to convey the disorientation a newcomer can have in the big city. A good choice user.
