What else is there? Currently the entire DCEU revolves around Superman and Batman. If you fix their dynamic, and add some levity, then everything will be fine. Justice League seems to be fixing to do both of those things.
Well, their histories are fucked to begin with.
If you're going to fix things, you need a clean slate. Snyder already ruined the brand with his boring edginess.
And lets be honest here, the idea of an old Batman is dumb as fuck when we're literally starting off a new universe here.

It's a perfect opportunity to reference Christopher Reeves Superman.
I may not have seen either of those movies (Hex I just never got around to it while Catwoman's reputation iis infamous) but I dont think connecting to anything would have helped them in any possible way. If anything they would bring everything about 2 steps down with them.
It's already confirmed that Shazam will take place in the DC movie continuity.

I'm still angry at the Jonah Hex movie. Jesus Christ every original issue was a movie script in it's own right. HOW can you fuck that up
It more comes across that DC has given up on what Marvel has been doing. They're still going ahead with a shared universe for their movies, but don't seem to want to bother to tie all their properties together.
That said, it's not like Marvel has all of their IPs tied together in the MCU either since Iron Man, but that's probably more due to them having their movie rights owned by other companies over anything else.
