In the source material used for Power Rangers, Super Sentai, the Japanese actress that played Rita played another character in the Super Sentai that was used for Mystic Force.

So when Mystic Force came around for using the same character, they hired the same Voice Actress they used to play Rita in Power Rangers to voice the new character (called the Mystic Mother), and all but directly said it was reformed Rita Repulsa.
