The film wasn't about Max's lovelife so they didn't bother.
They pretty obviously planned to use Roxanne in that Chtistmas special since they cast her voice actress and her only other credit with Disney was that character in A Goofy Movie.
Most likely, they changed it to somebody else just because Roxanne liked Goofy and they wanted to use the "Max is embarrassed by his father" story yet again.
