Really, I think most NEETs would be better off if they took whatever money they would use for college and invested that into something providing a small stream of income like real estate to rent or a small low key business like becoming partners with a street food vendor.

Where I live (Quebec), people who come from small towns move out at a fairly young age when they go to university, but otherwise people who attend a local university in their own city often don't move out until they've finished, often around age 23 or so.

here it depends on how much your parents earn.
they are supposed to give you 780 Euro a month and if they can't (based on some formula) the benefits will cover up the rest. So basically every student is supposed to have at least 780 Euro and is free to earn 450 Euro a month more before the benefits are restricted
also there are no checks what your actual income is so you are free to liebut your parent's income is checked
I didn't pay tuition but I still needed money to go through 4 years, working through college is a damn hard thing to do, a lot more people than it seems fail through that rather than succeed. I'm not saying you shouldn't educate yourself but not everyone needs to do so througha university and even if you do it doesn't have to be a competitive college or a time consuming major.
Understanding how to actually go into business while you still have something of a safety net or at least the basics of providing for yourself without wageslaving are arguably as valuable as a degree which you can always get later if you actually want it.
The thing is people are getting a college degree which should be flunked by a real university and they're doing that just to get clerical office jobs or glorified technician positions. Hell, fucking middle management doesn't really need college for anything other than social standing.
