It's literally never funny. The one example I can think of right now is Ed Edd n Eddy when Double D's shower is broken.

Depends on the episode's context, I suppose, but I always imagined the main character being brought into the library by a supporting character, and is greeted with a cacophony of noise.

The protag freaks out and is like, "why isn't the library quiet? shouldn't the librarian be doing something about this?" And it cuts to the librarian at her desk, not giving a fuck, playing on her phone.

Possibly the supporting character leading the protag in afterwards, saying something snarky, along the lines of, "what, do you get all your facts from cartoons?"

Something along those lines.
