No it does not. If the temperature is -30°C then the air can only hold up to 0.3 grams of water vapor per cubic meter, any more and it falls down as snow. 0.3 grams of water vapor has zero effect on your body.

Yeah, it was -19°C in my town in the morning today, and it snowed a little bit, even though the sky was completely clear. Weird stuff, we rarely get such low temperatures and I've never seen anything like this before.
