Basically it is percentage based. What the letters do is provide social meaning to the percentage in colloquial reference. Its more descriptive than numbers and adds a human touch to what is at its base a numeric grading. Here's a couple of colloquialisms or social meanings that came from that system.

4 is a fail, go to summer classes or stay behind. You pretty much have to skip school or piss in teachers coffee or something to receive a 4.
This grading is also for normal high school tests, but the final test is different.
High school matriculation exam grades are in Latin:

Universities (and "Universities of Applied Sciences" aka polytechnics) grade from 0-5, 0 fails. I can tell you, to get a 0 in my UAS meant you didn't even bother going to class. Some teachers basically gave a score of 1 for showing up.

We use a 1 to 6 system from best to worst for most of school.

But for the last three years of highest tier secondary education we use a 15 to 0 system from best to worst, which then translates to a 1 to 6 system from best to worst for the report cards.

And in university we use a percentage system, which then translates to a 1 to 6 system for the final grade.
