Essentially, the barbary states gave the U.S a treaty promising safe passage through their territory for trade. They lied and allowed their pirates to capture and enslave american ships and sailors or extort them for toll. So the U.S invaded tripoli, freed the american sailors, took the ships back, humiliated the pasha, and forced him to actually end the piracy which they were encouraging.
This led to the lost of any reputation that a middle eastern power had at sea given that it was defeated by a 20 year old nation.
