Spain = Crown of Castille + Crown of Aragon + Crown of Navarra
UK = Crown of England + Crown of Scotland + Crown of Ireland. The comparison is that Wales was part of the english crown like Galicia was part of the castillan crown so they don't get representation

Wales was conquered by England centuries before the Union was formed, so it was technically a part of the Kingdom of England and represented by St George's Cross. As to why Wales isn't represented on the Union Jack now, it's because there's simply no space for it. Pic related is what the flag might've been changed to had Scotland voted to leave the UK. The black would represent St David's cross, patron saint of Wales.
