Weren't scorpions out of use during medieval times anyway? You could argue, or just pretend like so it doesn't seem so stupid, that there wasn't a need for them when you had catapults for walls and crossbows for men, but those two are too inaccurate or weak to be effective against dragons. Qyburn would just rediscover it.

If they were invented after the dormancy, and thus never tested against dragons, it's reasonable to think they'd lump it together with the ineffectiveness of swords, longbows and lances. Until the reports came in that one was injured by mere arrows they assumed all the legends about them were true when they came back.

After that Qyburn takes the old design and updates it to add more force and it can pierce a dragon skull. The problem i had was it shouldn't matter if it can pierce brittle dragon's bone so much as if it can pierce live, lubricated, scale-covered bone.

I also know they don't give a fuck about it from a production level so we'll never hear more about their history though we'll likely see more in the future.

He'd already have sent the mountain's head to Dorne appease the Martells, would never have let the sparrow situation get out of hand, thus keeping the Tyrells.
With the situation in hand, he'd either have supported the Boltons to crush The North, or offered Jon the dragonglass after he won in order to maintain his neutrality.
Assuming things go the same with the Ironborn, he'd also have Euron by offering up Cersei, even if she'd have a lot less importance.

As for Dany's forces, he'd wait them out behind fortifications and send poisoners into their midst to contaminate the dragon's food supplies. Failing that, he'd pull up every siege weapon he could.
