On the other hand, the primary concern I had with Discovery is there could be no new content. Since it's set before anything else, you can't introduce new races or be friendly with hostile races, since those would have to be in Federation laws.

Sometimes people forget how vast Federation space is. Even when following canon we could have a show dealing with a patrol ship, let's say Akira class or my favorite a Sabre class that gets engulfed in some large conspiracy. Could also have had a show about Starfleet intelligence officers , maybe throw in section 31.
Just the canon trek universe even if you don't go beyond TNG offers unlimited potential. Hell, they could have made a show 10-20 years after Picard has retired and innovated on some new tech to give engineers of today inspiration to create the tomorrow.

This Also, it's not a terrible thing to have the occasional display of human failure in Star Trek, but it needs to be the exception, not the rule, and it needs to be tastefully done.

This show is going to have an arc though, throughout the season, so it just worries me to hear that as if somehow humans being pieces of shit is going to be the main component of the season's story.
