So it is pretty well known that black have a iq thats two standard deviation lower when compare to the average white person. But is it possible that over time this can improve. If we look at Africa the average iq is around 70 but American blacks have a iq of 85.

I am sorry to inform you that environment only accounts for very small gains in IQ, so small that they don't really matter. Statistically, if you where to come from a rich family, you are statically on average better off having inherited the high intelligence as apposed to the family fortune.
Lets repeat that, inheriting the families high IQ will have you in a better financial position later in life then inheriting the family fortune.

Anyway, the solution would normally be the filtration of more intelligent blacks through a healthy education system and economy, meaning the more intelligent ones breed and slowly raise the average.
Although, none of this is happening because:
