All that actually has to be done really is to enforce current employment laws.
Companies who don't want to hire illegal labor are forced to when politicians look the other way as their competition hires a whole workforce they don't have to pay taxes. insurance, medicaid, social security and all that on.

Most of them are connected to it on one way or another. These aren't families running across the Rio Grande, they are smuggled in by the cartels and provided fake IDs and told where to go for work and when they get there they connect with a cartel middle man who are in charge of them.
You can fire 200 of them and tell the middle man and he'll have 200 more there within a day or two. They all know who the middle men are and do what ever they say even if they work in a completely different trade.
This whole thing is much bigger than the Italian mafia ever was and the government is looking the other way so their business buddies can usurp our labor laws.
