Nah, highest ever was 18 million. Which, considering that it's the most popular sitcom on television at the moment AND the population is much higher then it's really nothing. Keep in mind that the Simpsons was once considered edgy and counter culture. The more mainstream sitcoms were pulling double those numbers easily.
People just don't watch television any more, or at least not in the unifying massive numbers they used to. Even Game of Thrones, which is probably by far the most 'in' thing at the moment gets only 10 million. Compare that to the MASH finale, which got 110 million viewers. Almost half the entire country was watching the same programme at the same time. Outside of football that just doesn't happen today.
