That was caseless ammunition. The brown blocks were all propellant. The idea was for it to be a contained unit and not need an ejection port. Germans can't think their way out of everything, though. Ejection of spent casings in a weapon vent a lot of heat and the G11 project suffered big time for it having heat issues. That and it was just too weird and ahead of it's time.

I think Mello's gang members hold them incorrectly, but I'm not sure how much exposure they get. Almost every other character is a cop or member of the FBI, so it makes sense that they would know how to hold it.
