Because institutions and resources specific to scientific research were developed over a couple of centuries in Europe, obviously having the know how and the expertise play a huge role, everyone else is playing catch up.

It would have been very different for someone in the 19th century outside Europe to do Darwin's voyage in the Beagle then have the means for further research at home in a comfy academic environment amongst peers themselves having had such oportunities. Previous success builds traditions. It also helps developed nations can afford far more generous levels of funding, at this point in history these conditions are systemic, eg most brilliant researchers in the world will move to work in more advantaged countries and privately funded research is built around advanced research centers. It isn't just being a good a scientist anymore but being a good manager that can obtain funds and efficiently spend them.

Race based explanations are nothing more than tripe, Latin American academic elites have traditionally been white, up to 3-4 decades ago almost uniformly so, and yet they were advantaged by the Japanese.

Considering the West has propelled scientific development for centuries and Korea and Japan only modernized relatively recently, the two are doing pretty alright.

I seriously wonder about the methodology of IQ assessments in places like China. Literacy rate is still relatively low and of course, there's that thing where they only measure the scholastic aptitudes of students in the large, advanced metropoli.

That said, one reason why is that the West has more universities, and more prestigious ones to boot. This attracts talent from all over the world. Productivity also tends to be higher when you concentrate a bunch of people in related fields in one location.

All industrializing countries are like that. During the nineteenth century, Germany and the US copied Great Britain; Japan copied the West. It's only when they find an industrial niche that they really start to innovate.

Short answer: Inter state rivalry and more directly the Industrial Revolution.

The dynasty that came closest to achieving something like the Industrial Revolution in Europe was the Song dynasty(960–1279),and China never fully recovered after it was sacked by the mongols. I will explain below why the Song dynasty had such potential, but I do not write very well so please bear with me.

Every 400 years, China implodes and splits into multiple states. The Song dynasty was born out of the inter-state strife of the Five Dynasties and Ten Kingdoms, and later had to combat the Mongol Khanate as well as the Jin Empire. To survive in such an era, the Song needed a huge standing army, which was expensive and led to them having to develop new ways of gaining tax revenue. Some notable advances include switching the main taxation source to indirect tax (trade taxes instead of agrarian taxes), and the establishment of the State Finance Commission (would recommend anyone interested to read up on this, very fascinating stuff). The SFC was important because it centralized taxation and increased efficiency, enabling the Song to issue paper money (credit) along with other social policies, and was probably the single most important factor that made Song the richest country in the world. A strong economy accelerates technological development, which is why Song had so much potential to have an Industrial revolution. For all its economic power, the Song was still militarily weak, one of the reasons being that the region that produced the best horses for cavalry was conquered by the Jin Empire. After the mongols started the Yuan Dynasty, it did not have the bureaucratic power to continue operating the SFC, so they regressed back to agrarian tax and became unable to collect trade tax, which was a massive blow to tax revenue. After its collapse, the Ming and Qing never experienced the same pressure from inter-state rivalry that the Song experienced, hence never re-developed the same institutions that made Song's economy so great, or had to develop any new technologies since there were no nearby rivals. I hope that made a bit of sense.
