It doesn't have much to with funding. Many schools in poor(minority) areas get tons of funding, all new facilities, textbooks, etc, and they're still shit. Meanwhile suburban white kids can have substandard facilities and still do well on tests and succeed. It's not a funding issue.

Might not be in the USA but it is in Australia. I'd say funding is one main issue but not the whole story. The problem is not only is the whole institution shit (with little to no opportunities and poor quality education), but more importantly it demoralises the kids. Because their school is shit (and all the other memes that come with that), the kids can only think that they are shit. So they don't put any weight into the institution or themselves, and thus no effort. Any attempt at overturning this is met with derision and only strengthens it. It's school culture, which is easier to change if you have actual change occurring (e.g. not only better funding but good allocation of funding).

This is true. In the town next door, there are two high schools. One is prestigious and well off. The other is known as the school, for "whores" and "retards". The students in both school all come from the same town, around the same wealth and status.
Yet in the latter students are skipping, pretending to be idiots, flunking, girls acting slutty etc that's the norm there. All because their school is considered garbage. So they shape themselves to fit the preconceptions people have about them. It's a self fulfilling prophecy.

Not really. Mostly just bit of token funding then just dropping it suddenly. Also money isn't the only thing you need but you need GOOD teacher and a GOOD administration. The schools that need the best teachers to save them can't recruit good teachers because teacher salaries are either low and/or no teachers unions. On top of that many schools are in school districts where the people in power of the district actively fuck over school and in many cases resegregating them with the promises of better service of all students.
