Probably not, even with shit technology. Imagine the Soviet Union alone rolling across the Canadian border with millions of troops and tens of thousands of tanks, even if shit by modern standards. Start adding Nazi Germany, Imperial Japan, British Empire etc and I think they'd overwhelm them very quickly through sheer numerical advantage.
