Mashup between US, Russia, and China, and perhaps Germany, those are the only countries with the resources necessary for such an expensive (in money and in material) venture. It would probably have to be a joint endeavor anyways, it would be optimal for all countries with a worthwhile space program to contribute something to a manned Mars mission.
