That's not a caricature though, it's a propaganda piece using racial stereotypes explicitly meant to be disparaging and degrading. A caricature meanwhile is an exaggerated representation for comedic effect. When you add in malice a caricature can become a racist representation. is just what it seems like, nips being nips and drawing caricatures of black people. It's not comparable to american racists wanting to draw big lipped niggers eating watermelon.
